This issue - image-backup OR ANYTHING run under sudo not being able to access a file offered over nfs - turns out to be a settings issue with nfs. If anyone else wants to learn of an effective though less secure solution involving the no_root_squash setting, see here.
I apologize (again) to RonR, and applaud his patience. I couldn't see (again) how this was anything but an image-backup problem, but I was wrong. It was a entirely a sudo/nfs problem. His test nfs setup - that worked - must have been configured differently than mine. There's a lot of hidden magic in an "appropriate entry in /etc/exports".
