You shouldn't have to reset the Pico to turn off the pump. Since both cases (relay and L293 chip) fail to stop, make sure the pin that turns on the pump is driven low. Use a DMM to see what both pins (GPIO 14 and GPIO15) are set to. When the pump is supposed to be off, both should read 0.
