What sort of OLED display?
This is 0.91 inch 128x64 pixels oled from ali and connected to a standard pins working well

will create /dev/i2c-3, yet you've said

Something doesn't add up.

Have you added I2C pull-up resistors to GPIOs 22 & 23?
