Back again and can report the Sleep Pixies suggested a better way than telling users how to get a Debian system install updated to be the best Raspberry Pi OS lookalike we can have, is to find and follow the instructions which will create an '.iso' with that already done.
If that '.iso' can be hosted somewhere it means no one has to faff about and waste their rime repeating the 'install Debian then update' exercise. They can simply download the '.iso' and install it as usual, will then have what they wanted in the first place.
I don't know why Raspberry Pi haven't done this themselves. Another "we're all very busy working on other things" perhaps ?
