Ok ... Update!
It seems adding the /!/bin/bash to the scripts *did* help ... a bit!
I noted that once this was added to the scripts Alexa would no longer complain that the device did not exist but instead just sounded the confirmation tone. Step in the right direction.
Had a further think about why the scripts would not run, and decided that it might be due to the length of time the script would take to run. After all it takes 8-10 seconds to raise the bed head for "TV Mode".
I created a dummy script that calls the tvmode script but runs it with /usr/bin/nohup and forces it into the background with &.
Initially I thought this was not working as the same symptoms of Alexa sounding the confirmation tone and not doing anything persisted. Then I by complete chance used the Alexa app to switch on TV Mode .... and it worked.
Not sure if this actually helps my case as I'm no further on with voice control, but at least I know the scripts work fine ... just need that final push to work out why the Alexa app works but Alexa voice control doesn't.
