There is definitely an issue with RPi4 UAS implementation, not with the device. I managed to get my HDD working after implementing the workaround in the sticky post, so it rules out lack of power. Also, the same HDD ran without issues for years connected via USB3.0 to a low power Ubuntu LTS machine, this rules out UAS problems between the HDD device and modern Linux kernels.
So the problem must lie somewhere in the USB controller of RPi4, be it a hardware, firmware or driver issue.
